On Thursday morning Officers of the Hannibal Police Department arrested 39 year old Robert Eugene Harris of Plainville IL in a residence in the 1300 block of Union St. Harris was wanted on a Fail to Appear municipal warrant for a Red Light Camera violation. Hannibal Narcotics Detectives also received information Harris possibly had a methamphetamine lab in the residence. After gaining access into the house Officers discovered several meth related items, drug paraphernalia and a small amount of methamphetamine. 30 year old Jamie L. Morgan of Hannibal was also arrested and charged with Possession of Drug Paraphernalia, Possession of a Controlled Substance and Interfering with an Arrest.
