On Wednesday evening at approximately 5:30 p.m. Officers of the Hannibal Police Department were contact by a resident in the 1400 block of Paris Ave in regards to finding a two year old child walking unattended in the roadway. Officers were able to locate the child’s parents and returned the child to them. While investigating the incident Officers discovered the father of the child, 24 year old Kevin A. Heffernan of Hannibal, had a parole violation warrant for Burglary out of Texas. Heffernan was arrested without incident and placed in the Marion County Jail pending extradition to Texas.
A criminal charge is merely an allegation and the defendant is, of course, presumed innocent until and unless proven guilty.
