On Tuesday, 2-27-18 at approximately 4:57pm the Anti-Crime Enforcement Unit contacted a male acting suspicious in the 4100 block of Market. The male was identified as Richard L Hood, 47 years old, from Quincy Illinois. Hood had a felony warrant out of Adams County Illinois for three counts of criminal sexual assault and unlawful restraint. The bond on Hood’s warrant was $250,000 cash. Hood was unable to post bond and refused to waive extradition to Illinois. He was placed on a twenty four hour hold in Marion County awaiting extradition. Hood was taken to the Marion County Jail pending extradition.
