Due to the recent incident involving animal abuse of a cat, the Hannibal Police Department would like to inform the public that if you are unable to provide care for a pet, you can surrender the animal to the Community Service Officers (CSO) without charge. After signing a release form, the animal will be placed with the Humane Shelter for adoption.
