On June 21, 2013, the Hannibal Police Department D.A.R.E. Program held a reception for James and Cindy Whitaker and Theresa Tatman in recognition of their years of volunteer service.

James and Cindy Whitaker started volunteering with the HPD D.A.R.E. Program in 1993 and have been a part of numerous events including D.A.R.E. Dances, D.A.R.E. Camps, Bowling nights, Halloween Parties, and many others. James and Cindy were instrumental in setting up the events as well as supervising the attendees. James and Cindy are only retiring their services with the HPD D.A.R.E. Program as they will continue in several other volunteer roles including children ministries through their church membership.

Theresa Tatman began working with the HPD D.A.R.E. Program in 1998 in coordination with the Hannibal Elk’s Lodge #1198. Theresa was an integral part of D.A.R.E. functions during the time she was a volunteer. She was present at the entrances of all the dances and other events to take admission and welcome the kids of the community. Theresa organized and worked in concessions for numerous Halloween parties put on by the police department. Theresa expressed she would like to continue volunteering with the D.A.R.E. program, but is not able to due to health complications.

The presence of these individuals will be sorely missed by the Hannibal Police Department D.A.R.E. Program and the children they serve.
