While on patrol Wednesday evening, officers assigned to the Hannibal Police Departments Anti-Crime Enforcement Squad (ACES) located a subject sleeping in a car in the parking lot of the Hannibal Inn on Market St. When officers contacted the subject, Montley L. Fripp (43 of Bremerton WA.) they observed a drug pipe in plain view. A subsequent search of the vehicle revealed a large quantity of marijuana. Fripp was arrested for Manufacture and Delivery of a Controlled Substance and Possession of Drug Paraphernalia. He was placed on a 24 hour hold in the Ralls County Jail pending warrants.
