On Thursday, February 12th, afternoon, officers of the Hannibal Police Department were dispatched to a report of two subjects in a vehicle shooting children with air rifles in the Market St area. After Hannibal officers contacted a 12 year old juvenile victim with two visible injuries to his upper body, the suspect vehicle was located by a Marion County Deputy and two suspects were taken into custody by Hannibal officers. Lucas A. Tourney, 17 and a 15 year old male juvenile, both of Hannibal, were charged with Unlawful Use of a Weapon. Tourney was placed on a 24 hour hold at the Marion County Jail. The juvenile suspect was released to his parents. Also arrested in the suspect vehicle were Victoria P. Hays, 17, and a 16 year old female juvenile, both of Hannibal. Both Hays and the female juvenile were charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia. Hays was released pending warrants. The female juvenile was released to her parents.
