Warrants were issued by the 10th Judicial Circuit Court charging Noah W Ratliff and Britton D Friday with the Class C Felony of Delivery of a Controlled Substance. Bond for both subjects was set at $100,000.00 cash only. Both Ratliff and Friday remain in the Marion County Jail.

On Monday afternoon (February 27th), officers of the Hannibal Police Department were called to the Steamboat Bend Shopping Center to assist Emergency Medical Services (EMS) with a male subject unconscious in a vehicle. After the subject was cleared by EMS, he was identified as Noah W Ratliff (19 of New London) and arrested for an outstanding city warrant. Ratliff was searched incident to arrest and officers located drug paraphernalia. Ratliffs vehicle was subsequently searched and a large amount of what is believed to be methamphetamine was located inside. Ratliff was arrested on charges of Possession of a Controlled Substance, Possession of Drug Paraphernalia and Manufacturing of a Controlled Substance. After an investigation was conducted, officers also arrested Britton D Friday (35 of Hannibal), Monday evening, in connection with the Methamphetamine located in the vehicle. Both Ratliff and Friday were placed on 24 hour holds at the Marion County Jail.
