At approximately 01:06 a.m. Friday morning, Officers of the Hannibal Police Department stopped a vehicle in the 200 block of Willow St. for a traffic violation. When officers approached the vehicle, they located a small amount of what is believed to be marijuana on the passenger, 20 year old Andre L. Newton of Hannibal. The Police Departments K9 unit then discovered several small bags of what is believed to be marijuana in the interior of the vehicle. The driver of the vehicle, 19 year old Lance M. Moore also of Hannibal was arrested and charged with Manufacture and Delivery of a Controlled Substance, Speeding, Unnecessary, Noise, Excessive Window Tint and Improper Turn. Newton was arrested for Possession of a Controlled Substance, Manufacture and Delivery of a Controlled Substance and Resisting Arrest. Both Newton and Moore were placed on 24 hour holds at the Marion County Jail, pending warrants.

A criminal charge is merely an allegation and the defendant is, of course, presumed innocent until and unless proven guilty.
