An officer of the Hannibal Police Department made contact with two subjects walking along the railroad tracks at Lindell Ave Monday afternoon. The subjects, 30 year old Roy J. Gillum and 41 year old Garry G. Mitchell, both of Hannibal, were acting suspiciously and attempting to hide a backpack from the officer. After detaining the subjects, it was found that the backpack contained several items commonly used in the manufacture of methamphetamine. Both subjects were arrested and charged with Manufacturing a Controlled Substance and Possession of a Controlled Substance. Mitchell was also charged with Interfering and Tampering with Physical Evidence for attempting to destroy items while the officer was effecting the arrest. Both were released to the Marion County Jail on 24 hour holds.
