On Wednesday, December 3rd, officer of the Hannibal Police Department responded to a report of a suspicious subject in the 2600 block of St. Mary’s Ave, attempting to break into vehicles. Officers contacted a subject, matching the description, walking in the area. When the officer contacted the subject, he threw a small black box containing tools to the ground and denied any knowledge of it. The subject, 49 year old James M. Elzea, of Hannibal was detained and searched. Officers located several keys along with an open bottle of liquor on Elzea. Elzea was arrested on charges of Open Liquor, Interfering with an Arrest and Resisting Arrest. Elzea was placed on a 24 hour hold at the Marion County Jail. Officers were unable to locate the owners to all of the items located. Anyone missing items from their vehicles are asked to contact the Hannibal Police Department.
