On Friday morning (July 17th) at 08:49 a.m. officers with the Hannibal Police Department were called to the 3300 block of Market St to assist the Division of Family Services (DFS) with a child welfare visit. It was alleged there was possible drug usage while a child was in the residence. When officers and DFS arrived, they received consent to search the residence. During the course of the search officers located Drug Paraphernalia, items commonly used in the manufacture of Methamphetamine and substances believed to be Methamphetamine. Also located in the residence was a 3 year old child. Officers arrested Cassandra M Foubester, 25, of Hannibal, Josiah E Hall, 27 of Hannibal, Kyle T Hall, 28 of Keokuk, IA and Delana A Crow, 24, of Wayland, Mo. All suspects were charged with Manufacturing a Controlled Substance, Possession of a Controlled Substance, Possession of Drug Paraphernalia and Endangering the Welfare of a Child. Kyle Hall also had a Felony Warrant out of Iowa, Josiah Hall had a Felony   Mo warrant and was also charged with Interfering. All suspects were placed on 24 hour holds at the Marion County Jail, pending warrants. The child was taken into protective custody and released to a family member.
