On Tuesday, August 13th, the 10th Judicial Circuit Court of Marion County issued a warrant for Richard D. Bowen, 26 of Hannibal charging him with Tampering with a Motor Vehicle and Unlawful Use of a Weapon. The charges stem from a report that was taken at approximately 8:51 a.m. in the 700 block of Broadway. The victim reported they parked their vehicle the night before in the 700 block of Broadway and now it was missing. Officers were able to review security video from the area and identified Bowen as stealing the vehicle. Approximately 7 hours later the victim located their vehicle on US 36 near MO 79 with Bowen inside. The victim confronted Bowen and grabbed Bowen as he tried to flee on foot. Bowen threatened the victim with a knife and the victim was able to retreat without injury. A knife was recovered from Bowen. Bowen’s bond was set at $25,000.00 cash or surety. He remains in the Marion County Jail.

A criminal charge is merely an allegation and the defendant is presumed innocent until proven guilty.
