On Monday, September 12, 2016 at 11:54 pm, Officers were called to the 1700 block of Broadway to take a report of a stolen vehicle. The report was completed and at 1:19 am, officers spotted the stolen vehicle on Lincoln Street near Grand Avenue. The suspect driver took off at a high rate of speed and officers pursued the vehicle for a short distance. The pursuit was stopped and shortly after this, another officer located the vehicle several blocks away and followed the vehicle for a short time until it was out of sight. The vehicle was spotted a third time by a different officer at which time the vehicle parked at a business in the 2200 block of Broadway. The driver, 28 year old Thomas L Spalding of Hannibal, MO was arrested and charged with Tampering with a motor vehicle, driving while intoxicated and other related traffic charges. He was taken to the Marion County Jail where he was placed on a 24 hour hold, pending charges.
