On Thursday, September 11, 2014 Officers of the Hannibal Police Department conducted an investigative stop on a vehicle, belonging to Michael E. Rudd of Quincy IL, in the 1700 block of Broadway. Upon contacting Rudd the officers discovered a large amount of what is believed to be marijuana on his person. Rudd was arrested and placed in the Marion County Jail on a 24 hour hold for Delivering a Controlled Substance. On September 12, 2014 a warrant was issued in the 10th Judicial Circuit Court of Marion County, charging Rudd with the Class B Felony of Distributing / Delivering a Controlled Substance. Bond was set at $100,000.00.
