The driver of the vehicle involved in last night’s shooting is identified as DaMark L. Rudd, 24, of Hannibal. Rudd, who is known to be violent, was wanted on a  Felony Parole warrant for Dangerous Drugs and a Failure to Appear warrant for a marijuana offense . The male passenger, who suffered the gunshot wound, is a 23 year old Hannibal resident. The Hannibal officer who discharged his duty weapon, identified as a 19 year veteran of the police department, has been placed on administrative leave with pay. This is per department policy for any incident involving an officer involved shooting. The officer will remain on administrative leave until the circumstances of the incident have been properly reviewed. The investigation by the Missouri State Highway Patrol and the Hannibal Police Department internal investigation continue. Rudd was released to the Marion County Sheriffs Department on the warrants. Other charges against Rudd are pending.

At approximately 9:15 pm on Saturday night a Hannibal officer observed a male suspect in the 100 blk. of North Main Street who was wanted on a felony warrant for a parole violation.  As the officer attempted to make contact the suspect fled on foot.  The officer pursued the suspect on foot and after a several block pursuit the suspect circled back to the 100 blk. of North Main and entered a parked vehicle.  According to the officer’s report the suspect began to leave in the vehicle at a high rate of speed requiring the pursing officer to jump back so not to be struck by the fleeing suspect vehicle.  As the suspect vehicle traveled south on North Main it struck another vehicle traveling in the lane in front of it and then struck a Hannibal officer’s vehicle that had arrived on scene to assist.  Another officer who had approached the area on foot fired one time from their duty weapon after seeing the pursing officer nearly struck by the vehicle and the both the civilian vehicle and police vehicle collided with.  The suspect vehicle continued traveling on after the officer had fired their weapon with a Hannibal officer in pursuit.  After traveling onto South Main the suspect vehicle continued to flee until it was observed by officers to apparently fail to negotiate a turn onto Fulton and slid off the roadway striking trees and fencing located on the south side of the roadway.  Officers ordered both occupants to exit the vehicle.  The passenger in the suspect vehicle advised  he had suffered a gunshot wound and needed medical attention.  Medical aid was summoned by the officers and shortly afterwards medical personnel arrived on scene.  The suspect who was driving the vehicle was treated at the scene by medical personnel and taken into custody.  The passenger was transported by medical personnel for further treatment.  At the time of this release the subject suffering the gunshot wound was conscious and his injuries were reported as non-life threatening.  The Missouri State Highway Patrol were called into investigate the incident at the request of the Chief of Police per policy concerning a officer involved shooting.  In addition the Hannibal Police Department will conduct an internal review of the incident.
