On Monday, August 10th, at about 12:30 p.m. officers with the Hannibal Police Department received information a subject with a warrant was sitting inside a vehicle in the 800 block of Webb St. As officers approached the male, William Rolla Ruby, 28 of Centralia MO, exited the vehicle and ran behind a residence throwing items into a wooded area. Ruby was taken into custody. Officers located an active “one-pot” which is a method used to cook methamphetamine. The volatile “one-pot” was rendered safe by officers who have special training to disassemble methamphetamine that is actively cooking. Ruby was taken to the Marion County Jail and placed on a twenty-four hour hold pending charges.    On Tuesday a warrant was issued by the Associate Circuit 10th Judicial District charging Ruby with Delivery of a Controlled Substance, Manufacture of a Controlled Substance, and Unlawful Use of Drug Paraphernalia. Ruby’s bond was set at $100,000.00 cash only. He remains in the Marion County Jail.
