On Saturday July 27th 2019 at approximately 7:51pm Hannibal Police Officers were notified of a rolling domestic disturbance by Adams County 911. Officers were able to locate the vehicle in the Huck Finn Shopping Center and contacted two adult subjects. As a result of the investigation Devon Wittenberg (24) of Quincy Illinois, was arrested for kidnapping. On Sunday 07/28/2019, a warrant was issued by the Marion County Associate Court charging Wittenberg with Kidnapping 1st Degree. Bond was set at $50,000 cash only. The Hannibal Police Department was assisted by the Adams County Sheriff’s Department, and the Marion County Ambulance District.
