Narcotic Arrests by HPD Continue to Rise

Arrests made by the Hannibal Police Department (HPD) for narcotic violations continue to be on the rise.  Felony narcotic arrests in 2016 (290 arrests) increased by 30% as compared to 2015 (223 arrests).  Misdemeanor narcotic arrests in 2016 (430 arrests) increased by nearly 22% when compared to 2015 (353 arrests).  “The increase in narcotic arrests is largely due to the work of HPD’s Anti-crime Enforcement Squad (ACES)” stated Chief Lyndell Davis. “One of the main objectives of the ACES is to target drug distribution in the community.  We continue to focus primarily on heroin, methamphetamine and cocaine distribution but anytime we develop enough actionable information concerning other drugs we pursue those as well.  Even though HPD continues to increase our arrests and investigations into illegal narcotic distribution other avenues into how to combat the problem need to be explored.  More access to local, affordable and effective treatment services seem the number one request we hear from the community.  Treatment is beyond the scope of law enforcement but we (HPD) would support positive constructive local efforts aimed at developing effective and affordable treatment beyond what is currently offered.  There are just far too many users that feed the demand for these drugs.”
