On Saturday 12/07/2019, another arrest was made as a result of the ongoing series of investigations by the Anti-Crime Enforcement Squad (ACES) into the distribution of narcotics. Officers went to a residence in the 2000 block of Chestnut where they gained consent to search for a known suspect. Officers located Anthony D. Essig (41) of Hannibal, as he was hiding in a shower. Essig was the subject of a distribution of a controlled substance investigation (methamphetamine), and a warrant had been issued by the Associate Circuit Court of Marion County for Distribution of a Controlled Substance with bond set at $50,000 cash or surety. Essig was taken into custody on the warrant and was also arrested for possession of a controlled substance and unlawful use of drug paraphernalia. Lisa D. Scheibel (47) of Hannibal was also arrested at the residence for hindering prosecution, and unlawful use of drug paraphernalia. Essig remains in the Marion County Jail, while Scheibel was released pending review by the Marion County Prosecuting Attorney.
UPDATE 1
As part of an ongoing series of investigations by the Anti-Crime Enforcement Squad (ACES) into the distribution of narcotics, Justin R. Stiles (44) of Palmyra was arrested for distribution of a controlled substance, believed to be methamphetamine. The 10th Judicial Circuit Court of Marion County had issued a warrant charging Stiles with Distribution of a Controlled Substance with bond set at $50,000 cash or surety. Stiles was taken into custody on 11/19/2019 in Springfield Missouri and was transported to the Marion County Jail where he is currently lodged.
More enforcement action may be announced in the coming weeks as the ACES continue their efforts to pursue those engaged in the sale of dangerous drugs in our community.

HPD Launches Illegal Drug Distribution Assault
A series of illegal drug enforcement efforts began last Wednesday November 13th thru Friday November 15th stemming from several months of narcotic distribution investigations by the Hannibal Police “Anti-Crime Enforcement Squad” (ACES).
On Wednesday 11/13/19 Hannibal police officers assisted by the Shelbina Missouri PD K-9 executed a search at 1925 Broadway. Three subjects were taken into custody. Substances believed to be methamphetamine; marijuana, drug paraphernalia and a firearm were recovered from the residence.
The following were taken into custody:
Tyler S. Franklin (27) of Hannibal:
- Delivery of a Controlled Substance (Methamphetamine)
Arrest warrant $100,000 cash or bond (Marion County). - Delivery of a Controlled Substance (Methamphetamine)
Arrest warrant $100,000 cash or bond (Marion County). - Delivery of a Controlled Substance (Methamphetamine)
Released pending issuance of an arrest warrant. - Unlawful use of a Weapon – Released pending issuance of an arrest warrant.
- Possession of Marijuana (Misdemeanor) – Released pending issuance of an arrest warrant.
- Unlawful Possession of drug paraphernalia – Released pending issuance of an arrest warrant.
- Ralls County Failure to Appear warrant (Dangerous Drugs) – O/R Bond.
- Monroe County Failure to Appear (Marijuana Possession) – $10,000 cash only.
Shyann L. Standbridge (25) of Hannibal:
- Possession of a Controlled Substance (Methamphetamine) – Released pending issuance of an arrest warrant.
- Possession of a Controlled Substance (Prescription Pills) – Released pending issuance of an arrest warrant.
- Unlawful Use of Drug Paraphernalia – Released pending issuance of an arrest warrant.
- Traffic Arrest Warrant – (Failure to Appear) $100 cash only – Marion County.
Katie M. Bell (29) of Quincy IL:
- Possession of Marijuana – Released pending issuance of an arrest warrant.
- Unlawful Possession of drug paraphernalia – Released pending issuance of an arrest warrant.
On Friday 11/15/19 a search warrant was executed at 99B Carriage Road. Members of Hannibal Police ACES and Special Response Team (SRT) were assisted by the Missouri State Highway Patrol K-9. Three subjects were taken into custody. Substances believed to be heroin, marijuana and drug paraphernalia were recovered from the residence.
The following were taken into custody:
Michael Perry (38) of Hannibal:
- Delivery of a Controlled Substance (Heroin) – $100,000 cash or bond.
- Marion County Probation Violation Warrant – $$20,000 cash only.
Kacy J. Wells (36) of Hannibal:
- Possession of a Controlled Substance (Heroin) – Released pending issuance of an arrest warrant.
- Unlawful Use of Drug Paraphernalia – Released pending issuance of an arrest warrant.
Jeremy W. Keim (41) of Hannibal:
- Possession of a Controlled Substance (Heroin) – Pending issuance of an arrest warrant.
- Hannibal City Arrest Warrant (Failure to Appear) – Released after posting bond.
Further enforcement actions will be underway for the next few weeks concerning the investigations by the ACES. Information will be provided after enforcement actions regarding the investigations have been accomplished.
