On Sunday evening officers of the Hannibal Police Department responded to a report of 3 male subjects looking into vehicles in the 1800 block of Hope St. Officers contacted the subjects and learned one of the subjects, 17 year old Vincent D. Elder, of Hannibal, had an active Marion County warrant. When officers advised Elder he was under arrest, he fled from the officers on foot. After a short pursuit, Elder was apprehended and taken into custody. Elder was charged with the Marion County warrant, Resisting Arrest, and Possession of a Controlled Substance with Intent to Distribute. He was released to the Marion County Jail on a 24 hour hold pending a warrant.
