On Monday, June 23, evening an officer of the Hannibal Police Department observed a subject, that the officer knew to have a revoked license, driving a vehicle. The officer made contact with the subject and received permission to search the vehicle. A substance believed to be methamphetamine and items of drug paraphernalia were located. The subject, 35 year old Karnell D. Fitzpatrick, of Hannibal, was arrested and charged with Manufacturing a Controlled Substance, Possession of Drug Paraphernalia and Driving While Revoked. Fitzpatrick was placed on a 24 hour hold in the Marion County Jail.
