On Thursday evening officers of the Hannibal Police Department were called to the 500 block of Mark Twain Ave in regards to a report of reckless driving in which the driver nearly struck a child pedestrian and was fighting with subjects in a parking lot. When officers arrived on scene the driver was attempting to leave in the vehicle. Officers had to forcibly remove the driver and placed him in handcuffs, after he would not cooperate with them. The driver, 26 year old Dexter L. Winningham of Hannibal, continued to resist officers by attempting to pull away and kicking them. Winningham was brought under control and taken to the police department. Winningham was charged with 3 counts of Possession of a controlled Substance, 3 counts of Assault 1st Degree, 2 counts of Resisting Arrest, 1 count of Assault on Law Enforcement Officer, 1 count of Child Endangerment, 1 count of Possession of Drug Paraphernalia, 1 count of Reckless Driving, 1 count of Failure to Register Vehicle and 1 count of No Proof of Insurance. Winningham was placed on a 24 hour hold pending warrants in the Marion County Jail.

A criminal charge is merely an allegation and the defendant is, of course, presumed innocent until and unless proven guilty.
