At approximately 01:35 a.m. Saturday morning, an officer of the Hannibal Police Department saw a subject at the corner of 6th and Broadway, urinating in public. When the officer contacted the subject, 30 year old Donald Rogers of Hannibal, he attempted to drop a bag of what appeared to be marijuana on the ground. Rogers was arrested and while the officer was placing him in custody, Rogers dropped several more bags of what is believed to be marijuana on the ground. Rogers was transported to the police department and charged with Indecent Exposure, Manufacture and Delivery of a Controlled Substance and Tampering with Physical Evidence. During the booking process an addition bag of marijuana was located on Rogers. Rogers was placed on a 24 hour hold in the Marion County Jail.
