Friday, August 23, 2019 officers with the Hannibal Police Department were made aware of an animal being abused in video circulating on Facebook. The person of interest in the video was located and taken into custody. They were released pending formal charges. This matter remains under investigation. The Hannibal Police Department would like to thank the citizens that brought the incident to the attention of the police.
