At 11:44 p.m. Wednesday, September 5th, Officers of the Hannibal Police Department were called to the 1600 block of Bird St for a suspicious person. When officers arrived, they found Andrew W Parks (20 of Hannibal) being detained by a resident, who had found Parks sitting in the homeowners car. Parks was placed in custody and later admitted to stealing from vehicles. Parks was charged with Trespassing and Misdemeanor Theft. He was released to the Marion County Jail on a 24 hour hold.
