On Monday, March 13th, Officers of the Hannibal Police Department were called to a business in the 1200 block of Broadway for a suspicious person. According to the caller, a male subject had attempted to cash a personal check without proper dentification and was in the parking lot in a vehicle with out of state plates. When the officer arrived on scene, he contacted Christopher M Garrison (26 of North Dakota) and Torrie L VanPelt (24 of Wyoming) sitting in the vehicle. Both subjects gave the officer conflicting stories of who they were and what they were doing. On further investigation, it was discovered the vehicle was stolen out of Montana. Both subjects were arrested and transported to the police department. When questioned, Garrison admitted to burglarizing a house and stealing a car in North Dakota and stealing other vehicles in Montana and Wyoming. Garrison was charged with Tampering 1st Degree, Forgery and an active out of state warrant. VanPelt was charged with Tampering 1st Degree. Both were palced on 24 hour holds at the Marion County Jail. On March 14th, warrants were issued by the 10th Judicial Circuit Court of Marion County charging both VanPelt and Garrison with Tampering with a Motor Vehicle 1st Degree. Their bond was set at $10,000.00. Both remain in the Marion County Jail.
