On Tuesday (2-23-16) at approximately 7:34 AM officers of the Hannibal Police Department responded to a call of auto theft in the 1900 block of Hope Street. The caller reported that they had started their car to defrost the windows just prior to the theft and upon returning found the car missing. According to officers reports while responding to the call a Hannibal Police Officer located the stolen vehicle at the intersection of Market and Gordon in traffic. The officer attempted to make a traffic stop of the vehicle in the alley behind the 2200 block of Market when the driver fled through a parking lot and onto Market where it collided with a vehicle traveling eastbound on Market operated by a 70 year old Hannibal woman. The driver of the stolen vehicle then exited the vehicle and fled on foot from the area on Barton Street. The initial officer remained at the scene of the traffic accident to ensure the safety of the driver of the vehicle that was struck as well as other motorists in the area, while providing other officers in the area a good description of the suspect as well as a direction of travel. Based on the description given by the officer and assistance given by the public the male was later located within a residence in the 200 Block of South Griffith and taken into custody without incident. Arrested was Chayse N. Mosley 20, of Hannibal on numerous charges including: tampering 1st degree (felony,) interfere or resist arrest (felony,) fail to yield to a emergency vehicle (misdemeanor,) no valid operator’s license and leaving the scene of a motor vehicle accident (felony.) Mosley was transported to the Marion County Jail and placed on a 24 hour hold. A criminal arrest warrant was issued later in the day in the 10th Judicial Circuit Court of Marion County charging Chayse N. Mosley with: Resisting Arrest/ Detention/ Stop by Fleeing (Class D Felony) and Tampering With a Motor Vehicle- 1st Degree (Class C Felony.) His bond was set at 25,000.00 cash only and he remains in the Marion County Jail. No injuries were reported in the incident.
