The internal review conducted by the Hannibal Police Department into an incident occurring on the night of January 24th involving an officer involved shooting has been completed.  It is the position of the Hannibal Police Department that DaMark Rudd, 24 of Hannibal operated a motor vehicle during the incident with total disregard for the safety of the officers, motorists and pedestrians in the area. A Hannibal officer arriving on foot to the scene witnessed Rudd place fellow officers, motorists and pedestrians in grave danger and fearing for the safety of those leaving and arriving at a nearby movie theater as well as other bystanders discharged their weapon firing one round into the driver side door window as the vehicle passed by.  The determination of the Hannibal Police Department is that the officer discharging their duty weapon utilized reasonable force based on the totality of the circumstances and acted in accordance with department policy.  This determination was rendered after careful review of the statements of the officers, witnesses, video and physical evidence obtained during the course of the investigation.  The results of the internal review conducted by the Hannibal Police Department is independent of the criminal investigations being conducted by the Missouri State Highway Patrol.
