Criminal Investigations

The Criminal Investigations Section of the Hannibal Police Department consists of three investigators, and a supervisor. The investigators investigate a wide variety of felony crimes ranging from Homicide and Robbery to Felony thefts and Child Abuse. This section is also responsible for evidence control, narcotic investigations, crime scene investigation, gang investigations and assisting patrol officers with help that they need.

The investigators are well trained in many fields due to the diversity of their case load. Some of their training and certifications are in the following fields: Reid Interview and Interrogation, Fire Investigations, Homicide/ Death investigation, Child Sex Offenses, Weapons of Mass Destruction and Computer Voice Stress Analyzer.

The Criminal Investigations Section of the Hannibal Police Department works well with outside agencies, and frequently co-investigates crimes. Some of the agencies they work closely with are Marion and Ralls County Sheriff Department, The Federal Bureau of Investigations, The Northeast Missouri Narcotics Task Force, Juvenile Justice Center and the Division of Family Services, and many other agencies. Through the co-investigations the investigators strive to solve crimes and work diligently for the victims.

Law enforcement is a combination of team work not only within the Hannibal Police department but also with members of the community they serve. The Criminal Investigation section is greatly aided by citizens who desire to improve the community in which we all reside.

In the year 2000, the Hannibal Police Department obtained through a grant from the Department of Justice, a Computer Voice Stress Analyzer instrument (CVSA.) There are currently three certified examiners employed by the police department. The CVSA is a truth verification device that operates by the use of a computer program. When a person's voice is input through a microphone the program analyzes the frequencies of their voice. The examiners are trained to study the charts produced by the instrument for changes in the voice indicating whether deception is present. The CVSA has been a useful investigative tool.
